FBI Seeks AI for Political Watch List — Minority Report Is Becoming Real
FBI procurement documents reveal plans for AI that can analyze massive datasets and predict threats — while the same documents cite a directive defining anti-capitalism and anti-American views as domestic terrorism
The FBI is looking for an AI system that can 'predict' who might become a terrorist — and add them to a watch list. Its target is no longer traditional terrorism, but domestic political dissent. Federal agents are seeking to build a real-life Minority Report.
On July 28, Reason magazine published FBI procurement documents obtained through public records requests. The documents show that the FBI's Threat Screening Center (TSC) is soliciting vendors for an AI predictive system. The requirements state the system must use existing enterprise data to build 'predictive models,' and when new data comes in, analyze 'similarity, pattern alignment, and attribute correlation against existing records to predict where additional relevant information may be derived.' In plain language: predict who might become a threat in the future.
The TSC was founded in 2003 under George W. Bush to consolidate terrorist watch lists across federal agencies. At the start of Trump's second term, fewer than 10,000 Americans were on the list. But the administration has since issued National Security Presidential Memorandum-7 (NSPM-7), instructing the entire national security apparatus to focus on an extraordinarily broad set of threats — including 'anti-Americanism, anti-capitalism, and anti-Christianity; extremism on migration, race, and gender; and hostility towards those who hold traditional American views on family, religion, and morality.' The TSC is now actively executing this mandate.
FBI Director Kash Patel boasted at a March 2026 congressional hearing that the TSC has dramatically expanded, with 'double-digit increases' in both biometric capabilities and intelligence production. On Fox News, he said: 'I've got every major tech company in the world embedded in the FBI, rebuilding our internet capabilities, our classified systems, and the ability for artificial intelligence to be in our counterterrorism program so we can get instantaneous results.' He added: 'What's the point of collecting terabytes of data if you can't sift through it?'
The TSC watch list now approaches 2 million names. Civil liberties groups including the ACLU and the Brennan Center have long criticized how easily names are added and how difficult they are to remove. GAO audits have repeatedly found errors in the database. The Boston Marathon bombers, several January 6 participants, and the Pulse nightclub shooter were all on watch lists at some point — undetected needles in a haystack of hundreds of thousands of names. Now the government wants to layer AI predictions on top of this already-broken system.
Secretary of State Marco Rubio held an international summit on 'political terrorism' last week and published a report identifying dozens of U.S. politicians, journalists, and left-wing groups as part of a foreign-backed 'left-wing terrorism' effort — including Rep. Ilhan Omar (D-Minn.), the Amazon Labor Union, New York City Mayor Zohran Mamdani, and Ben Cohen of Ben & Jerry's. Patel signaled this is just the beginning: 'the power of large language models will be brought to bear on the effort to flag and tag political dissidents en masse.'
